Fast answer
Upgrade toward the problem stopping your next raid. If power blocks a room, inspect generator capacity first; if gear blocks a fighter, look at workshop resources and staffing; if casualties block your roster, prioritize clinic access. No single upgrade order fits every run.
Check dependencies before upgrading
Footage of the demo shows a resource and electricity economy: one player reaches a barracks upgrade but lacks power, while another checks generator output. This makes upgrade choice a dependency problem. A facility that cannot be powered or staffed is not an immediate improvement.
- Write down what is actually blocking your next sortie.
- Inspect generator power against the requirement shown in the UI.
- Check the relevant room’s materials and assigned specialist.
- Only then spend on the upgrade and re-check whether it became operational.

Which room solves which bottleneck?
Use the facility name as a signpost, not as a promise about an unverified bonus. Open the current in-game panel and read its requirements: footage confirms that the workshop participates in crafting, clinic in healing/reanimation, barracks in fighter-related upgrades and generator in the power economy.
- Generator — review when a facility is short of electricity.
- Workshop — review for weapon, ammunition and crafting queues.
- Clinic — review for injured or fallen personnel.
- Barracks — inspect combat staff and fighter-related progression.
- Tavern and other rooms — check whether their role matches an existing bottleneck.
A practical early order
Rather than inventing a fixed cheapest route, follow an observable decision sequence. If the team cannot go out, fix its immediate problem. Once a safe raid is possible, spend on an improvement that repeatedly helps future sorties.
- Restore a functioning combat team and necessary recovery access.
- Keep enough power for the rooms you actually need.
- Improve production only when the queue and materials make the improvement useful.
- Revisit progression after new staff or buildings unlock.
